Inspections are performed Monday through Friday during normal business hours.  The contractor is required to provide access including adequate height ladders upon request.  Most inspections are non-destructive.  Should an inspection be missed the contractor may be required to perform destructive tests (demolition) to obtain proof of compliance. Inspections that fail may require additional inspections; excessive re-inspections may be charged an additional fee.

Inspections require a minimum of 4 hours advance notice.  Please contact the Building Official to set up an appointment. After hours inspections may be set up in advance, if necessary.

The Building Inspection Department is responsible for the inspection of building construction projects including:

  1. In each category there may be multiple inspections due to project size, construction phasing, or special structural requirements.
  2. It is common for the framing inspection to occur concurrently with the rough in mechanical, plumbing, and electrical.
  3. Contractor is required to provide access including adequate height ladders upon request.
  4. All electrical, plumbing, and fuel gas (or oil) will be fully on and operational at the time of the final inspection.
  5. Final Certificate of Occupancy shall not be granted until ALL inspections are complete and all code defects are mitigated.  No move in of furniture or persons is allowed until the Certificate of Occupancy is delivered.


Annual Fire Inspections - Central Emergency Services

Central Emergency Services Fire Marshal performs the required annual fire and safety inspections of commercial establishments.  They perform all of their own scheduling for this activity as an independent service.  Found code violations may require the owner to repair, replace, or add life safety devices that may be found during these inspections.  For further information visit Central Emergency Services.

Structural Failure/Unsafe Structures/Fire Damage Inspections

The Building Official is assigned the duty to review structures that may pose a danger to the public.  Title 15 of the Soldotna Municipal code outlines the adoption of the “Code for Abatement of Dangerous Buildings”.  Within that code there are procedures for the property owners to act to mitigate the property to a safe condition or for the City to proceed with a condemnation process.

All structural failures should be reported to the building department and a permit requested for repair to the facility needs to be obtained.  Often it is necessary for you to hire a licensed structural engineer to design a solution to stabilize, repair or rebuild the facility.  Failure of structural members can also cause secondary damage other systems such as fire sprinklers, plumbing, ductwork, framing, and finishes.

Special Inspections

Within the building code, there are requirements that the owner hire an independent inspector for certain items.  The owner or the contractor is required to hire these services, present the credential of the inspectors, and submit the inspection results to the building department.  Additional structural inspections for concrete and masonry (formwork, reinforcing, placement and grouting) are required due to Alaska being in a high seismic area.  Fabrications, welding, drilled in anchors and high strength bolting will require special inspections.  All spray on fire proofing including the newer intumescent types require additional inspection. Medical gas systems also require special inspections.

Inspections Through State Agencies

There are some inspections that are done at the state level and are required according to current state laws. In general these only are an issue with commercial projects.  The following is a list of known inspections.  The Contractor is required to know the requirement for when and what are needed.  They are also to schedule such inspections independently at their own expense.

Please note:  In addition to the above, the State of Alaska Department of Commerce and the Department of Labor Mechanical Inspection can and does routinely (and randomly) visit the Kenai Peninsula.  They are allowed to visit building projects within our jurisdiction to perform contractor licensing checks. They can issue fines and cease and desist orders on the spot.
